When discussing the film in an interview with ScreenRant‘s Liam Crowley for Sugar season 2, Farrell delved into the nuances of the script while also explaining more about his specific role in the film as Oz Cobb, stating:

“I got to read from the first to last page and it’s really magnificent. I just think Matt Reeves is brilliant and he wrote, not only tonally, a really kind of dark and at times terrifying piece, and not only psychologically weighty and nuanced, but really feeling. It’s a really… There’s moments in it. It’s full of feeling. I just think he wrote kind of a contemporary genre masterpiece, really. I’m only in two scenes, which is great because it means I can enjoy the rest of the film.”

This cements the idea that the Penguin’s role in The Batman 2 will be a brief one, even if the character is sure to be a key figure in the landscape of Gotham following The Penguin‘s ending. Indeed, given it seems we’re set to see very little of Oz’s actual story in The Batman 2, The Penguin is subsequently all the more important.

The Penguin did a phenomenal job of delving into the corruption of Gotham and how it is a self-sustaining ecosystem – with both Oz and “The Hangman” Sofia Gigante’s stories embodying the issues with the city and its crime families, and showing how more well-intentioned figures like Victor Aguilar ultimately are no match for those like Oz, who are willing to do anything and sacrifice anyone to cement their power and status.

The Penguin introduced a range of key players who could make an appearance or otherwise make moves behind the scenes in The Batman 2, but, more importantly, it provided a more solid example of the landscape Gotham currently finds itself in after the wake of the devastation the Riddler brought about in The Batman‘s ending – and in doing so, sets the stage decidedly well for the sequel itself.

With The Batman 2 having been effectively teed up by The Penguin showing just how many challenging issues the Dark Knight will face in his efforts to protect Gotham’s citizens from those who wish to work against the people’s best interests, it’s evident the spinoff show’s story did a whole lot more than simply prepare Oz for his few appearances in the sequel – though it certainly helps to do that also.
